Koreas first briefing led by an Artificial Intelligence-powered version of Gyeongsangbuk-do’s Governor

On May 3, Gyeongsangbuk-do hosted a press briefing to announce its new Master Plan for the Digital Transformation of Gyeongsangbuk-do aimed at building a more digital society across the Province.

This Master Plan is an action plan that presents the direction of Gyeongsangbuk-dos digital policies going forward, and it focuses on addressing pending issues by linking government strategies in consideration of the region’s capabilities and conditions.

For the first time in Korea, an Artificial Intelligence-powered version of Governor Lee Cheol-Woo led the briefing, then the Governor himself answered questions from members of the Press, demonstrating the Governor’s commitment to prioritizing digital technology and systems in governing the Province.

The Master Plan’s objectives are to: ① Build a prosperous and thriving Province that feels safe and easy to live in; ② Alleviate the pressures put on small business owners to make it easier for consumers to engage in economic activities; ③ Spearhead the digital transformation of various manufacturing industries that continue to serve as the pillar of Gyeongsangbuk-do’s local economy; and ④ Provide smart and powerful leadership in the digital transformation.

Strategies to achieve these objectives involve:
① Building the necessary infrastructure; ② Creating the right ecosystem; ③ Distributing services; ④ Establishing a governance system.

To this end, Gyeongsangbuk-do plans to identify 87 projects and invest a total of KRW 3.2638 trillion.

First, it plans to build a cloud data center that can store, distribute, and utilize data, and also a massive Artificial Intelligence (AI) platform equipped to provide various AI services.

By doing so, the Province is hoping to support the digital transformation across all areas of the local society and economy in Gyeongsangbuk-do.

In addition, the Province will upgrade its AI chatbot service, improve its ChatGyeongbuk model, and compile sufficient data to officially launch both services within the year, then gradually build up its database to expand the application of its AI chatbot and ChatGyeongbuk services to a broader range of industries going forward.

Next, in order to create the right ecosystem for the Province’s digital transformation, Gyeongsangbuk-do is looking to an innovation hub that can promote digital convergence, and also develop a new information protection industry in connection with this innovation hub to create a digital ecosystem that serves as a cluster for corporations and personnel specializing in digital technologies.

In particular, the Province has plans to build a virtual studio using ultra-realistic Virtual Reality (VR) technology, a dedicated base to research digital content, and a data center to create a global virtual world (metaverse) with its capital set in Gyeongsangbuk-do.

For this initiative, the Province secured a research grant (KRW 1.2 billion) from the central government last year. Research remains ongoing, and Gyeongsangbuk-do will use the results as a springboard to secure additional national-level funding.

The third strategy, distributing services, will ensure that the fruits of Gyeongsangbuk-do’s efforts to build a digital society are evenly distributed, particularly across five key fields: economy/industry, culture/welfare, safety/environment, farming/fishing communities, and human resource/administration.

Firstly, in terms of the economy/industry, the Province will open the Gyeongsangbuk-do Digital Transformation Support Center to help build intelligent industries, and support the growth and competitiveness of corporations with innovations to manufacturing processes and collaborative projects between businesses.

Furthermore, Gyeongsangbuk-do plans to launch a pilot project to lease out smart factories as well as a demonstration project for an AI-powered open lab facility.

The goal is to encourage small business owners and self-employed people to use AI-powered service robots, improve the supply of customized digital devices to traditional markets and shopping malls, and introduce an expanded virtual world (metaverse) technology to street markets, which could help revitalize local commercial districts.

Next, in the field of culture, Gyeongsangbuk-do wants to create a digital ecosystem for culture and tourism by focusing on digitalizing its cultural heritage resources, interfacing digital and culture (content) industries, and by establishing an industrial complex (cluster) for high-tech content and innovation.

The Expanded Virtual World (Metaverse) Service Development Project (regional specialization, virtual Dokdo Island), which was chosen as a central government project last year, is also in its final stages (completion expected within the year), and the Korea Metaverse Patriotic Memorial Park is also in the works to commemorate and celebrate the heroic deeds of our ancestors who gave their lives to protect our country.

In the welfare sector, Gyeongsangbuk-do will supply digital devices for various vulnerable households across the Province (the elderly living alone, the disabled, etc.). These devices will collect health data and remain connected to public health services, which can go a long way in ensuring the health and safety of users in emergency situations.

The plan is to build a customized care platform (O2O) capable of monitoring, calling, and automatically responding to calls by connecting caregivers, welfare workers, AI, and Internet of Things (IoT) solutions.

The policy is specifically aimed at providing senior citizen community centers and daycare centers with opportunities to experience and engage with the expanded virtual world (metaverse) built by Gyeongsangbuk-do.

Meanwhile, in the field of safety and environment, the Province plans to establish an AI-driven smart safety system that operates urban safety net services that govern air quality, small rivers, and roads, and also an integrated control tower system that can respond to various industrial and natural disasters.

In the field of farming and fishing villages, Gyeongsangbuk-do is looking to create smart farms tailored to local conditions (leasehold farms) to build more successful smart farm models and help smart farms become an integral part of local communities.

Moreover, the Province wants to promote a convergence and expansion project for its livestock information and communication technology (ICT), which could help reduce farming costs and optimize breeding.

For the marine and fisheries industries, Gyeongsangbuk-do plans on developing collaborative smart aquaculture clusters featuring ICT and AI capabilities, and big data centers to foster relevant intelligent industries.

A test bed to demonstrate and verify the performance of smart farms using digital twin technology, which might usher in an era of remote farming and distribution, is also being reviewed by the Province.

In the field of human resources and administration, Gyeongsangbuk-do is committed to expanding its infrastructure with easily accessible learning and training programs designed to help local citizens, businesses, and students find employment or create their own startups.

The Province plans to open the Gyeongsangbuk-do Innovation Academy, loosely based on Ecole 42 (no teachers, textbooks, classes) in France to suit local conditions, and also upgrade its Meister High School, academy, and digital graduate school systems to produce highly talented individuals.

Moreover, the Province is looking to promote its blockchain-based identity verification service, the Digital Citizen Card service, open a Call Center for Administrative Support for the digitally marginalized in each local region, and provide quick and easy administrative services with a new Mobile AI Citizen Service system.

The last strategy is to establish a public-private partnership (governance) system led by the private sector to establish a culture that understands the importance of digital innovation. To do so, Gyeongsangbuk-do wants to promote alliances and communities promoting convergence and digital innovation.

In order to provide the necessary support going forward, the Province will establish a public-private committee focusing on the digital transformation of Gyeongsangbuk-do, and prepare the required institutional frameworks, including Provincial Ordinances.

Furthermore, the Province plans to announce another master plan on the digital transformation of Gyeongsangbuk-do within the year featuring specific ways to link its Master Plan for the Province’s digital transformation with its plans for local agriculture and safety.

Lee Cheol-Woo, Governor of Gyeongsangbuk-do, said, As the governments ‘Korea Digital Strategy’ makes its presence felt across the region, Gyeongsangbuk-do will implement its Master Plan to help provide our citizens with better living conditions.

He added, Our Master Plan for digital transformation is a massive opportunity to alleviate the funneling of resources and attention to the metropolitan area, and promote a more even development of the nation. The Master Plan reflects the firm commitment of our Province in leading the digital innovation of our country, which is very much in line with our policy to lead the ‘local era’ going forward.
