Gyeongsangbuk-do launches a local innovation governance for secondary batteries to foster high-tech industries

On November 24, the Gyeongsangbuk-do Government held the “2022 Pohang International Conference, the Leading City in the Battery Industry” at the International Conference Hall of the POSCO International Center. The event was joined by aro 250 attendees, including representatives from the Pohang City Government and local businesses, universities, research institutes, and other government agencies.


As part of preconference events, the provincial government held the launch ceremony for Gyeongsangbuk-do Secondary Battery Innovation Governance, a local innovation governance among the Gyeongsangbuk-do Provincial Government, the Pohang City Government, leading battery companies, and research institutes. A signing ceremony of a memorandum of erstanding (MoU) for nickel sulfate and precursor production worth KRW 1 trillion with CNGR, a global battery material company, was conducted.

The Secondary Battery Innovation Governance is co-chaired by Gyeongsangbuk-do’s Governor, Pohang’s Mayor, and Ecopro’s CEO and consists of the heads of 30 institutions and organizations, including nine businesses (e.g., POSCO Chemical, GS Engineering & Construction (GS C&E) ENERMA, SM Baxel, and LG BCM); seven universities [e.g., Pohang University of Science and Technology (POSTECH), Kyungpook National University, Yeungnam University, and Kumoh National Institute of Technology]; eight research centers [e.g., Gyeongbuk Techno Park (GBTP), Gyeongbuk Hybrid Technology Institute (GHI), and Pohang Research Institute of Industrial Science & Technology (RIST)]; and six government agencies (e.g., the provincial and city councils).

The 30 industry-academic institutional members of the Innovation Governance aim to pool their innovative capabilities to build a collaborative ecosystem for secondary batteries and support the efforts to obtain the designation of the “Gyeongsangbuk-do Specialized Advanced Strategic Industry Complex for Secondary Batteries.”

ECOPRO CEO Kim Byung-hoon, one of the co-chairs of the governance, said, “We will do our best to ensure that Pohang is designated as a secondary battery cluster for the development of advanced strategic technologies, including high energy density and high capacity cathode materials.”

Meanwhile, the high-tech Specialized Advanced Strategic Industry Complex is scheduled for designation in the first half of 2023 after an  call process at the Ministry of Trade, Industry and Energy (MOTIE). The designation aims to encourage investments and technology development by building an innovative ecosystem comprised of businesses, research institutes, and educational institutions related to advanced strategic industries and technologies.

The launch ceremony was followed by the signing of the investment MOU by CNGR CEO Deng Weiming, Gyeonsgangbuk-do Governor Lee Chul-woo, and Pohang Mayor Lee Kang-deok. CNGR leads the global precursor market with a market share of .

CNGR plans to invest KRW 1 trillion to build a plant with a production capacity of 250,000 tons of nickel sulfate and 100,000 tons of precursors, one of the core materials for cathodes determining the perance of secondary batteries, on a 415,294 m2 site within the Yeongilman 4th General Industrial Complex by 2030—creating a large number of jobs.

All precursors manufactured by CNGR in Pohang will be exported overseas.

By signing the MOU with CNGR, Pohang took a step further toward completing its innovative ecosystem for secondary battery materials and recycling.

In particular, CNGR’s investment is expected to increase cathode material production in Korea vastly, which is expected to work favorably toward the specialized industrial complex designation for Gyeongsangbuk-do.

After the signing ceremony, participants attended the presentation sessions and panel discussions.

Session 1, “Current Status and Future of Battery Recycling Technologies,” ed with a keynote speech on “LGES EV Technology and Future” by Vice President for Corporate Strategy Chung Hyuk-sung at LG Energy Solution.

Then, SungEel HiTech Director Kim Hyeong-deok spoke on “A Paradigm Shift in Battery Recycling.” It was followed by a presentation on “Domestic and Global Trends on the Resource Recirculation System for Used Electric Vehicle Batteries” by Young Poong Vice President Shim Tae-jun and another presentation on “Advanced Battery Swapping Solution” by Chief Manager Yang Wei at CATL, a China-d global battery manufacturer.

In Session 2, held er the theme of “Next-Generation Cathode Material Technologies and Recycling Market Outlook,” CEO Shim In-yong of GS Construction and Engineering ENERMA  spoke on “Battery Recycling for Different Battery Manufacturing Methods,” followed by a presentation about “BASF Battery Materials” from the Head of Business Hong Seong-sik at BASF Korea, the Korean corporation of the German multinational chemical company.

Session 3 was held as a panel discussion chaired by CEO Kim Kwang-ju of SNE Research, a secondary battery consulting firm. Senior Researcher Son Jeong-su of the Korea Institute of Geoscience and Mineral Resources (KIGAM), Vice President Shim Tae-jun of Young Poong, and Researcher Park Jae-beom at the POSCO Research Institute discussed ways to promote battery recycling.

During the conference, participants also discussed Gyeongsangbuk-do’s plans and strategies for used-battery recycling, next-generation lithium-ion batteries, high-capacity cathode materials, high energy-density technologies, and other subjects related on battery materials and next-generation technologies.
 
The participants agreed to expand the battery materials and recycling ecosystem, centered aro Pohang, to include next-generation secondary batteries.

Governor Lee Chul-woo said, “The secondary battery industry is an advanced strategic industry where the United States, China, and other major countries are engaged in fierce competition over global leadership in the market.” He added, “I would like to express my gratitude to CNGR CEO Deng Weiming for deciding on the KRW 1 trillion investment in these trying times. Pohang is home to the Yeongilman Port, POSTECH, RIST, R&D clusters, and other numerous infrastructures, and thus serves as one of the best locations for secondary battery industries. The provincial government will spare no effort in ensuring that Korea becomes a secondary battery powerhouse by 2030.”
