Gyeongsangbuk-do plans to become a catalyst for reshoring investm

◦ On July 23, Gyeongsangbuk-do and Gumi-si signed a memorandum of erstanding (MoU) for reshoring* with Ilji Tech,  er which the company will invest KRW 81.5 billion and create 50 new jobs. The signing ceremony took place at Gyeongju Hwabaek International Convention Center (HICO) with aro 20 attendees, including Governor Lee Chul-woo, Gyeongju Mayor Joo Nak-young, Ilji Tech CEO Koo Jun-mo, and Gyeongsangbuk-do Council Member Park Cha-yang.

  *Reshoring means bringing back domestic companies operating overseas through tax benefits, deregulation, subsidies, and other means.

◦ Designated as a reshoring company in August 2021, Ilji Tech plans to build a new plant for automotive  parts for three years, from 2021 to 2024, on an 18,000 m2 site in the Mohwa General Industrial Complex in Gyeongju. The company also plans to be competitive in price and quality by employing state-of-the-art technology for all processes.

◦ According to a company insider, Ilji Tech chose Gyeongju as the destination for reshoring because most of its essential accounts are concentrated in the Ulsan region. At the same time, many of its parts suppliers are located in the Oidong area of Gyeongju. An improvement on accessibility and reduced logistics costs is expected.

◦ According to an insider, the reshoring decision was driven through the Gyeongsangbuk-do Support Policy for Reshoring Businesses, which the province proposed on June 29 while overviewing the reshoring of domestic companies after the disruption of the global manufacturing supply chains caused by COVID-19 at the Entrepreneur Conference for Reshoring Investments presided by Governor Lee Chul-woo.

◦ Gyeongsangbuk-do has taken several measures to help reshoring businesses consolidate their presence in Korea early on. To help returning businesses secure locations for their operations, Gyeongsangbuk-do is currently in talks with the Ministry of Land, Infrastructure and Transport (MOLIT) to designate the Gumi High-Tech Valley as a lease-only industrial complex. As for facilities and equipment support, the province also plans to reduce the percentage of out-of-pocket payments er the Smart Factory Construction Support Program from 50% to 10%, filling the gap with the provincial budget.
  *(Current Terms) Ministry of SMEs and Startups: 50% from the national treasury; 50% from businesses → (Revised Terms) Gyeongsangbuk-do: 50% from the national treasury; 40% from the provincial budget; 10% from businesses.
   Lastly, the province offers financial support, including reshoring subsidies, and support for working fs and interests. Other measures in the pipelines include job creation grants, lease support for dormitories, and various tax benefits.

◦ Governor Lee Chul-woo expressed, “We hope that this reshoring investment will serve as a catalyst for the reshoring of more Korean companies operating overseas and wish the company success in its journey toward becoming a global company.” He also stressed that Gyeongsangbuk-do would lead the efforts to create business-friendly environments by preemptively addressing challenges hindering business investments.
