SK Bioscience MOU

 Gyeongsangbuk-do, Andong-si, and SK Bioscience launched full-fledged efforts to leap toward becoming a global hub for vaccine production.

On July 21, the province and city signed a memorandum of erstanding (MoU) for plant expansion and site purchase with SK Bioscience. The signing ceremony hosted by the company’s L House vaccine center in Andong was attended by Governor Lee Chul-woo, Mayor Kwon Young-se, National Assembly Member Kim Hyung-dong, and SK Bioscience CEO Ahn Jae-yong.

The MoU is aimed at allowing SK Bioscience, a company that gained global recognition by supplying COVID-19 vaccines worldwide, to accommodate the increased demand for vaccines by building state-of-the-art vaccine facilities on the newly secured plant sites.

It will see SK Bioscience investing a total of KRW 150 billion until 2024 to expand the manufacturing facilities at L House, a center boasting of high-tech vaccine production facilities including cell culture, bacterial culture, gene splicing, and protein folding, as well as new plat facilities for mRNA and next-generation viral vectors, creating over 100 new jobs.

The company will also purchase an additional 99,130 m2 site in the 2nd Gyeongsangbuk-do Bio Industrial Complex, which is currently er construction in Maegok-ri, Pungsan-eup, Andong-si near L House. Such a purchase will increase the company’s total plant area to 161,000 m2.

SK Bioscience will leverage its vaccine production capabilities enhanced by the expansion to consolidate its leading position in the Korean market, growing further to become a global hub for vaccine production. 

In recent years, SK Bioscience has proved its world-class technical capabilities by obtaining a European  Good Manufacturing Practice (EU-GMP) certification for its COVID-19 vaccine production facilities and a WHO prequalification (PQ) certification for its flu and smallpox vaccines, which are expected to boost its global expansion efforts.

Gyeongbuk Bio Industrial Complex is also attracting attention as a production  for COVID-19 vaccines.

In addition, Gyeongsangbuk-do and Andong-si have been developing the northern part of the province into a global mecca for the bio vaccine industry by selecting the bio industry as the region’s strategic industry moving forward and building the Bio Industry Complex as the region’s vaccine industry center. These are featured alongside numerous research centers and industrial infrastructures, including the SK Bioscience vaccine plant, the blood product plant of SK Plasma, the Gyeongbuk Institute for Bio Industry, the Animal Cell Culture Substantiation Center, and the Andong Branch of the International Vaccine Industry.

The Animal Cell Culture Substantiation Center is a government-led public institution established in the Gyeongbuk Bio Industrial Complex late last year. This center operates clinical and commercial vaccine production facilities for aro 180 GMP-level vaccines. It cultures animal cells and combines them with viruses to create vaccines. Moreover, it creates clinical samples for the Ministry of Food and Drug Safety (MFDS)’s approval for vaccine commercialization by Korean pharmaceutical companies. The center recently produced clinical COVID-19 vaccines as per request from Cellid, a bio venture foed for COVID-19 vaccine development.

Furthermore, Professor Han Jin-gwan from Pohang University of Science and Technology (POSTECH) Department of Life Sciences took office as the Director of the Gyeongbuk Institute for Bio Industry in late May this year, raising expectations for cooperation in R&D projects and facility exchange between the institute and POSTECH.

Gyeongsangbuk-do requested subsidies totaling KRW 68 billion from the national treasury to establish a training center for vaccine professionals, a national vaccine bank, a bio vaccine venture campus, and other endeavors. In response, the government promised full support for vaccine production and development.

SK Bioscience CEO Ahn Jae-yong commented, “Turning Korea into a global hub for vaccine production requires a growth strategy that engages the central government, local governments, and businesses. The MoU will be the right step toward that goal.” The CEO added, “Through L House, we will turn Andong into a global center for vaccine production.

Mayor Kwon Young-se said, “The best welfare is creating high-quality jobs.” He then stated, “We will help SK Bioscience become a global leader in vaccine production, and Andong will lead the efforts to make Korea into one of five vaccine superhouses.”

Governor Lee Chul-woo said, “We are proud to host a global vaccine company in our region, which will lead to a constant stream of investments and employment.” He added, “We will work with SK Bioscience to foster Northern Gyeongsangbuk-do, including Andong, into a forward operating  for the vaccine industry, ing all our capabilities on creating local jobs so that our local workforce will not have to leave the region in search of jobs.”
