Gyeongsangbuk-do achieved steadfast results in business attraction despite the economic recession inside and outside Korea caused by the prolonged COVID-19 pandemic.
According to Gyeongsangbuk-do, the province attracted investments totaling at KRW 6,658.6 billion through several memoranda of erstanding (MoUs) and factory registrations. The provincial and other lower local governments worked together to sign MoUs worth KRW 5,383.9 billion with 134 companies, including EcoPro, GS E&C, Hanmi Science, Cupang, Aju Steel, Bearing Art, and SK Plasma. In addition, a total of 825 factories were newly built or expanded (worth KRW 1,274.7 billion), resulting in 9,248 new jobs.
Despite the pandemic, the total amount of investment increased by 18.2% in 2020 from 2019 (KRW 5,632.2 billion), exceeding the province’s target for the year by 33%.
Given the pandemic and persisting uncertainties, such as the prolonged trade war between China and the United States, slow growth of business investments caused by reinforced protectionism among various countries, and active investments in future high value-added businesses led by large corporations, Gyeongsangbuk-do attracted large companies to serve as anchors, utilizing regulation-free zones for battery recycling and industrial hemp, the Blue Valley National Industrial Complex in Pohang, and other local industrial infrastructure. Through these efforts, the province promoted shared growth with related industries, continuously monitored business trends d on strategies to build supply chains with local small- and medium-sized enterprises (SMEs), and encouraged large and middle-standing enterprises to conduct new businesses in Gyeongsangbuk-do through various methods, including paying visits to potential investors. Ultimately these efforts have contributed to the growth of business attraction in the province.
In addition, POSCO Chemical’s secondary cell anode manufacturing plant (KRW 250 billion) construction began on July 3, 2020. Aju Steel, the first enterprise that has been repatriated to Korea, is also set to build a smart factory slated for completion in April 2021 by investing KRW 60 billion in Gimcheon 1st General Industrial Complex. Meanwhile a grobreaking ceremony for EcoPro EM’s secondary cell cathode manufacturing plant (KRW 180 billion), co-invested by Samsung SDI, was held in Pohang in November 2020. Another grobreaking ceremony was conducted to expand Bearing Art’s Yeongju factory (KRW 300 billion).
The construction of GS E&C’s battery recycling facility (KRW 100 billion) and Cupang’s advanced logistics center (KRW 100 billion) will also begin in the first half of 2021, adding to the investment and employment outcomes achieved by the attracted businesses.
A Gyeongsangbuk-do official said, “We will re our subsidization programs to actively provide incentives through amendments to relevant local ordinances—for example, by granting first move-in rights into the Blue Valley and allowing for direct contract awarding in the sales of national or public lands. These efforts will ensure Gyeongsangbuk-do’s advantage in its competition with other cities and provinces.” The official added, “Given the changes in the investment environment brought about by the post-COVID-19 era, we will expand our arsenal of investment promotion activities to include non-face-to-face tools, such as video conferences and online meetings, in addition to traditional business visits.”
“In 2020, our face-to-face activities, including visits to businesses and briefing sessions for investment opportunities, were restricted by COVID-19. In 2021, we will upgrade our efforts to secure investment ination through video conferences and webinars regarding promising fields and businesses’ access to new industries, ”Governor Lee Cheol woo said. “By tending to investors and expanding our contact with them, we will not spare any administrative capacity to address challenges faced by businesses and come up with ways to support their endeavors, so that they can consolidate their presence in the province.”
