Gyeongsangbuk-do announced the signing of a memorandum of erstanding (MOU) for the Bonghwa Omisan Mountain Wind Power Project among Omisan Wind Farm Co., Ltd., Young Poong Co., Ltd., Seokpo-myeon Wind Power Residents’ Council, Gyeongsangbuk-do, and Bonghwa-gun. The signing ceremony was held at the Bonghwa-gun Office on August 4, 2021 (Wednesday).
Omisan Wind Farm plans to invest KRW 160 billion to build a wind farm with 14 wind turbines installed on a 99,000㎡ area in the Omisan Mountain, Seokpo-myeon, Bonghwa-gun. The construction work is scheduled for completion by the end of December, 2022. The total capacity of the wind farm will be up to 60.2 MW, or 98,700MWh per year. The capacity represents an amount that supports 22,000 four-member families for a year.
The project will be implemented as a resident participatory project. The Seokpomyeon Residents’ Council will take part in the project as one of the shareholders of Omisan Wind Farm, a special purpose corporation invested by UNISON Co., Ltd., Korea Southern Power Co., Ltd., and a financial investor (Shinhan Green New Deal F). This will grant Omisan Wind Farm a renewable energy certificate (REC) premium, and local residents of Seokpo-myeon will share a part of the operating profits generated by wind power generation each year in the of bonds or idends.
The Korean government actively encourage resident participatory project models as a way to achieve Renewable Energy 3020 (RE3020) goals and improve the acceptability of renewable energy power projects to local residents. This model is mainly used for small or medium-sized photovoltaic projects. However, in recent years, it has been adopted by a growing number of large power plant projects.
Gyeongsangbuk-do and Bonghwa-gun plan to expand tourism business opportunities by developing tourism resources d on the wind farm. In fact, Denmark’s Middelgren wind farm welcomes hreds of thousands of tourists each year. Yeongdeok Wind Farm, Korea’s first private-led commercial wind farm, has recorded a steady growth in visitors by turning itself into a tourism attraction linked with nearby tourism attractions. Gyeongsangbuk-do and Bonghwa-gun expect that the wind farm will become a new tourism hotspot with access to the beautiful and clean natural environment of the area and other local tourism sites such as the Buncheon Santa Village.
The economic benefits expected from the project include: aro 4,600 new jobs during the construction; operating profits of KRW 32 billion provided to local residents for increased income; subsidies from the Korea Electrical Industry Foation F amounting to KRW 3 billion; local welfare facilities to be provided by Korea Southern Power; and KRW 28.7 billion increase in tax revenue.
Gyeongsangbuk-do Governor Lee Chul-woo said, “This project holds great significance because it directly involves, and shares development profits with, local residents,” and added, “In the future, we will expand the application of the resident participatory project model to various areas other than energy and power projects, to ensure sharing benefits from growth of businesses with local residents.”
